This award commemorates the bond between two characters who, in the course of their interpersonal interactions develops a friendship much the same as Bashir and O'Brien or Paris and Kim. Regardless of the actual activities the characters engage in, they are likened to conjoined twins during mission down time, and seem to be referenced as a pair regardless of actual involvement in mischief and other shenanigans.
